It is a Donald cupcake with glitter. These pins were made as a fundraiser and distributed at a pin meet with leftovers sold on an auction site.
About 3 times the size of Disney's version # 82950.
Note that the wrapper is blue and white and the icing is yellow with glitter not plain white as in Disney's version.
