The picture is of The Jolly Roger, flying through the Neverland sky light by pixie dust and the moon, seeming to sail on the clouds above the ocean and rocks beneath. As most of Mary Blair's featured work at the Walt Disney Family Museum, there is a distinct color palette, this one in blues and greens.
