This gold pin is one in a series of Walt Disney World exclusive pins made for Cast Member to wear on their lanyards for trading with the public. The back of each pin reads Disney's Lanyard Pin Series.
Donald is sticking out of the letter "A" in a pin that depicts USA in Red, White and Blue stars and stripes resembling the American flag.
This is part of the USA series which includes #11000, #12800, #13499, #15311, #15955, 17166.

The unauthorized version is plated in silver and the "S" in USA is darker blue than the original. Also, on the front, the stars in the "S" are smaller and not quite as defined as on the original.
The backstamps are the same, the one difference is in the box in the lower left where it says
Disney's
LANYARD PIN SERIES
on the unauthorized version, the [LANYARD PIN SERIES] words are in a smaller size type.
