This was given upon attending the 2000 EPCOT Candlelight Processional Dinner. It was only if you booked a dinner package. It came with pin #3130. The card has the reservation time for the dinner and it is a ziplock type sleeve. The lanyard has the EPCOT Holidays Around the World logo on it with velcro at the bottom
