This is Moana, the Polynesian heroine from the movie. She's wearing a white and gold colored ruffled skirt, red shirt and is wearing a crown of flowers. At her feet are the kakamora, the evil pirate coconuts she is fighting off with her oar. Hei Hei her pet chicken is hiding behind her legs.
