This is Minnie Mouse on Ice Skates, a part of a two pin set, closely resembling the Sericel and WDCC figures "On Ice" With pin 12643.
The pins were distributed by Martine Millan, a company who has done promotional items to tie into Walt Disney Classic Collection releases. The pins were not released by Walt Disney Art Classics. The pins were made available in 1997 by those authorized Walt Disney Classic Collection dealers who dealt with Martine Millan and used her product as promotional items either offering them as a purchase with purchase and/or a 'free gift' with purchase. There is no information available on the value of the pins, since distribution varied on how a dealer chose to offer them to collectors.
