He is wearing an eye patch over his left eye and a blue pirate hat with a skull and cross bones on the front and a feather sticking out of the side. He is carrying a skull shaped pumpkin trick-or-treat bag in his left hand and waving with his right hand. A sword and blue sash are on his right side. This pin was part of a 15 pin collection featuring Casper and his uncles. It came out around the same time as the live action Casper movie from Amblin Studios. The backer card features the live action Casper movie logo and a mansion in the lower left hand corner.
