This pin was released at the 2019 D23 Expo in a special Black and White mystery box set called "Tiny Kingdom". Boxes cost $19.99 and included 3 random pins from a group of 22.
This pin is of the Partners Statue from Disneyland. Walt is holding Mickey's hand while his other arm is raised in a wave. It is a molded/sculpted metal pin, there is no enamel. The pin is roughly 3/4" tall.
