This is the Mad Madam Mim pin from the Villain boxed set, #14349. It is from a series of Villain pins available through the Disney Catalog in Summer 2002 (see PP#14352).
The pin shows Mad Madame Mim from the Sword and the Stone with her arms held out (getting ready to cast a spell in the Wizard's Duel, perhaps?). Below, is rectangle featuring a sketch of Madame Mim in her dragon transformation. The sketch is very sharp and clear in reddish and purplish tones.
