I believe this button was given to guests who participate in one of the street performances in World Showcase at Epcot.

 

The button has all of Epcot's 11 country's flags around the top (in clockwise order) along with two happy drama masks and the text "Honorary World Showcase Player" with the Epcot logo below it.
