UNCLE SCROOGE COLLECTOR'S INTERNATIONAL (USCI) was a fan club formed by a group of Scrooge Collectors. Carl Barks drew the logo - as Scrooge-oriented without conflicting with Disney trademark issues. This is NOT a Disney Pin. Only a few different pins were created and they were very limited release to Club members only. The designs of the pins were the same only the color of the bottom scroll was changed. The bottom of the pin has the words Uncle Scrooge Collectors International. Pin is approximately 1 1/4 tall.
Interestingly enough, according to Tomart's DISNEYANA Guide to Pin Trading (Second Addition), this is an official Disney pin. It is included among the entries (see page 20, item AA2603). As Tomart’s states (pg. 4): "If it appears in this guide, the pin was made or authorized by Disney".
