It appears to be German in make as the card also reads bsb-decorbild-verlag Joachim Topfler KG Postfach 100793/D-4800 Bielefeld 1. The trim on Donald's hat is gold, not black, as it appears in the picture. The pin is an enamel, not cloisonne.]
