This is part of the 4 pin set #21702 manufactured by Encore as part of the Mickey's World Collection under the license from Disney Travel Products (which is written on the blue backer card).
There is a gold outline around the head that does not show up in this picture. The back of this pin says: "Disney China" The same backstamp is on all 4 pins in the set.
It is a black Mickey's head without any features.
