This was a set of Peter Pan Home Video Pins released in Europe around the 1990's to promote the release of Peter Pan.
The Peter Pan set in particular seems to be the hardest to find. Set is pin #21586.
This is CAPTAIN HOOK from the set.
There were many other characters released around the same time to promote their movie's release. Some of these pins are extremely hard to find now, expecially in the US.
