It is an Artist Proof of unusual quality. Instead of the usual 000/AP stamped on the back of the pin, it has the number 412. I have been told that they originally were going to number these pins, they chose a pin to stamp to see how it would look. The number was just a random number choosen. I was told it is an artist proof pin. For a better discription of this pin because it is identical go to pin #3836.
