This pin is an early prototype / variation of Pin 16164.
Pin 16164 was a limited edition pin released at DLR to celebrate Halloween. It features Donald dressed as a ghost surrounded by black cats and a "real" ghost behind him.
This pin is an earlier version as the designers tested the glow paint on the design. It was decided to increase the size of the white area behind Donald in order to improve upon the glow effect, thus the original moon design of this pin was replaced with the ghost image behind Donald in the limited edition (mass produced) pin.
In this pin, Donald looks afraid as three black cats make themselves at home - one nuzzling his right side, one, climbing on top of his head and one with back arched in front of him. The moon glows from behind Donald and his feline companions. Donald is dressed in a purple cap and is holding a horse shoe for luck.
This prototype measures approximately 1-1/2" x 2" and is stamped on the back with the "Disney's California Adventure" logo and "C Disney".
This pin was one of a lot of prototype pins purchased direct from a Disney retail location.
