Released during the Pin Trading Under The Sea pin event abord the Disney Wonder.

For search purposes: Cleo is blowing bubbles. Her eyes are closed (and she may even be sleeping!). Her fins are crossed. The background is a circle of teal/green-blue water, with a golden shine.
