This is the Prototype of Pin 2513: Mad Hatter with Tea Cup Black Metal

Produced in GOLD metal with a slight epoxy coat - since this was the sample - there was no tea cup made to complete the set -

Disneyland Added the teacup afterwards

 

This one is of the Mad Hatter from Alice in Wonderland. Here he is pouring tea down the collar of his shirt through his sleeve and into a separate cup.
