This is the New Year's cast pin from the Disneyland Resort. It was released at the Cast Team Center on New Year's Day. It has 2004 with a Mickey party hat over the 2; over the first 0 there is a Minnie party hat; over the second 0 a Donald party hat; and over the 4 a Goofy party hat. Party hats are character themed.
