Vintage dressed Minnie, with her hands out at her hips and the fingers splayed, this is an epoxy coated pin with a backstamp of (C) Disney. This appears to be a pair with #28730.

 

This was part of a Mickey and Pals set from Japan. These came in a single package - all were mounted on the card.
