This pin is given to participants of the "Discover the Magic" Tour at Disneyland.
It is a 3 hour tour geared towards families with children. Tour groups help solve a "mystery" with the help of several Disney characters. Plus you get a snack lunch as part of the adventure.
As a reward (IF you solve the mystery) you are given this pin. From what I've heard, the pin is not always guaranteed and subject to availability...so you may want to ask at Guest Relations before booking a tour.
I believe the price is $49 per person for the first two guests, and $39 per person for each additional guest (theme park admission is not included in the cost). There is a two-ticket minimum to book this tour, and Disney Visa cardholders get a discount.
It was released in 2004 with the above mentioned tour. It just doesn't have a ODPT stamp. The only reason it says DL Park is to distinguish it from the resort as a whole.

I took the tour in May 2008. I was not advised of a two ticket minimum. Annual passholders receive a discount. There was no snack lunch provided, only a frozen apple juice. The pin was awarded by Mickey Mouse himself for solving the clues and finding the treasure. The pin came in a wooden pirate chest box with the Discover the Magic logo as appears on the pin imprinted on the top of the treasure chest.
[2009 comment: "I took this tour on 2/20/2009. At this time, the tour price was $59 each for the 1st two tickets & $49 each additional (2 ticket minimum); discounts for AAA, Disney Visa & Annual Passholders. Tour clues are found with the help of CAST members. The group goes on attractions to find the clues. The tour ends at Mickey's house, with a semi-private photo session with Mickey for the tour group only. My seven-year-old loved the tour and I enjoyed the privilege of going to the front of the attraction lines."\]
