This is one of 3 pins of "Winnie the Pooh & Friends, Celebrating 80 Years of Adventures" series released from Japan DS(JDS).
Pooh rides on blue balloon flying to a beehive to get honey/hunny. Piglet joins him flying with a pink balloon. Pooh and balloon are connected to the base pin with a spring so Pooh & balloon move. At the lower right, there is gold medal which reads "CELEBRATING 80 YEARS OF ADVENTURES". It's pin-on-pin.
