This is a WDW set called Comic Strip Series. There are 4 pins in the set. This is Pin #2. When you put them next to each other they form a comic strip story. This set is a Limited Edition of 5,000.
Each pin says Disney Daily News along the top of the newspaper type frame around the comic. This one shows Pluto racing out of the house with his thoughts firmly on Mickey Mouse.
