This is the pie-eyed Minnie Mouse pin from set 46034. She is pictured on a sandal for a right foot. Above her head is a white thought bubble or cloud with a small red heart inside. The sandals, flip flops or thongs feature PVC sculpted to look like real shoes.

The pin is 1 5/8" high by 3/4" wide.
