This comes from a set of three houses that Villains get to remodel in Toontown. Oogie Boogie takes one of the Toontown houses and decorates the exterior. Oogie Boogie is from "Nightmare Before Christmas."
Oogie boogie is also Glow in the Dark, and same with some of the shingles on Minnie's House.
