This pin commemorates the 15th Anniversary of the release of the Great Mouse Detective. The major characters appear on the top portion of the pin ane the dangle is a bell that says 15th Anniversary.
The characters are Basil, Major David Q. Dawson, M.D. & Professor Ratigan. The bell is what Ratigan used to call his pet cat when he needed to "discipline" someone.
