This pin is part of a six pin set (on a hat) that is now available at Disney's Animal Kingdom. It is the third such set that the park has released.
This is Winnie the Pooh hoping that Tigger is on the other side of that magnifying glass! It reads "Tigger, is that you?" Pooh is looking at a tiger. This scene has been featured on Animal Kingdom T-shirts for quite some time now.
These pins have the official pin trading logo backstamp and the year (so far) is 2008.
