This is one of four pins in the Spotlight series from 2008, featuring Mickey, Minnie, Donald and Goofy dressed as garden gnome statues.

 

Minnie Mouse wears a tall pointed green hat, a blonde wig with braids/plaits, a light blue blouse and a red skirt. She holds a yellow flower by its green stem, and there are green plants/leaves behind her. Instead of the usual modern "spotlight", a lit white candle is cleverly placed in the lower left corner.
