This is from DCA's Electrical Parade pin series. You press a button in back and the lights on the pin flash for about 25 seconds then automatically shut off. The limited edition size is unknown.

Back Description
The back of the pin is embossed with the Electrical Parade words. There is also the battery mechanism with the On Off Switch.
