The scroll style frame bordering each pin is the 3D portion. The border is a typical pin finish and gold tone with orange painted type scrolls.
Inside the border is a smooth pin surface. Guessing maybe a picture topped with epoxy coating. However does not look like many epoxy coated pins. This features Hamm and Eggs - Farm Fresh Fun! It has Rex on the front.
