The pin is a pin on pin and was purchased at Downtown Disney in WDW. The back of the pin is stamped 9 of 12 Limited Edition of 2000. It also says "The Main Street Gazette Collection".
The 12-pin MAIN STREET GAZETTE: HERE'S THE SCOOP! pin-of-the-month series was released at WDW around the first of each month throughout 2008. The series features Mickey disguised as Scoop Sanderson, Magic Kingdom's Main Street Gazette reporter, experiencing classic Walt Disney World attractions. Each shaped pin contains a pin-on-pin element. The backs of the backer cards, printed to look like newsprint paper, share fun facts or trivia about each ride, as reported by Scoop. Chris Chapman from Disney Design Group created the artwork for this pin.
In this May pin (fifth of the series), a nervous Scoop reports from a car at Test Track ride in EPCOT. He is NOT taking notes, since he's got as much distracted driving going on as he needs with the five test dummies in the back (who look like Goofy). The pin has a pin-on-pin element.

The vehicle travels approximately one mile in and around the outside of the Future World pavilion's thrilling course. The vehicle's top speed is 65 miles per hour! That's the SCOOP!
