Member states: A comment on the Test Track pin states that they are giving the completer pins out as prizes/gifts so that may be where the ones in the park are coming from. Also I was at the event and heard the announcement that they were not going to be released straight out for trade (what ever was traded for at the event was all they would be releasing) but it was not said they would be destroyed. So that left it open for them to be used as prizes/gifts. Even prior to the announcement people were in a hunting frenzy to find the completers so no telling how many made it out of the event to begin with.
